This appears to be the conclusion of a series Niven began in the early 1970s generally referred to then as "Known Space" tales, culminating in the Ringworld stories. In those days Niven created tight plots, good characters and absorbing fiction. This [probably] final episode many decades later involves the same characters as some of those.
However, the plotting is no longer tight and the characters would probably be lost on those who've never known them through Niven's earlier adventures. Fate of Worlds was a joy for me, and I can easily understand why it mightn't be for those who've never heard of We Made It, Bandersnatchi, Paks, Puppeteers, et al.

Larry Niven is a prolific writer. The majority of his stories relate to stories of "known space" and the Piersons Puppeteers are just one of many species populating his tales of known space.

The previous reviewer obviously didn't read the description, or just isn't aware that this is the cross-over conclusion to the Ringworld and Fleet of Worlds series...

Fate of the Worlds --- by Larry Niven and Edward M. Lerner --- On the strength of what I thought was a well written collection of short stories¬, off to the library I went in search of more adventures written by Niven. Fate of the Worlds looked promising. Unfortunately the promise didn’t pan out. At least not for me. Five chapters into the book it ius still too many stands of narrative for me to get a clear fix on. It just wasn’t for me. For you perhaps. But be warned: this novel probably requires more patience than I was prepared to give.
